5. 진 도공의 재위 기간에 있었던 사건 정리
[1] 일화별로 분류되어 있어 빠진 내용을 보충한 것이다.
춘추시대 진(晉)나라의 30대 국군. 이름은 주(周)로,
진양공의 손자인 혜백(惠伯) 담(談)의 아들이다.
춘추시대 첫 번째 패자로 유명한
제환공 이후
제경공대에 다시 중흥을 이뤘듯이 진나라에서의 제경공 역할을 하는 군주이다.
기원전 587년, 주나라
낙양에서 태어났으며,
[2] 여희의 난 이후로 진나라는 군위 계승 분쟁을 방지하기 위해 세자 이외의 아들을 국외로 추방하는 제도를 시행했다.
'손주'(孫周)나 '주자'(周子) 등으로 불렸다. 주 왕실의 대신이었던 선양공(單襄公)을 섬겼는데, 이 때 선양공은 손주의 몸가짐과 행실을 눈여겨보고, 그가 장차 진나라의 군주가 될 것이라고 예언했다.

진 도공 원년(기원전 573년), 진나라의
난서와
중항언이 군주 여공을 시해하고 그를 옹립했다.
[4] 원래 도공에게는 형이 있었지만, 콩과 보리도 구별하지 못하는 백치였기 때문에 군주로 옹립할 수 없었다고 한다. 여기에서 어리숙한 사람을 뜻하는 '숙맥'(菽麥)이라는 단어가 유래되었다.
자신을 맞이하러 온 대부들을 만난 도공은 그 자리에서,
"나는 원래 이렇게 되지 않기를 바라고 있었다. 지금 이렇게 된 것은 하늘의 뜻이니, 사람들이 임금을 세운 것은 그로 하여금 명령을 내리게 하여 나라를 다스리려는 것이다. 임금의 명령을 따르지 않겠다면 무엇 때문에 임금이 필요하겠는가. 나를 임금으로 세우는 것과 그렇게 하지 않는 것은 모두 오늘에 달려 있다."[5]
라는 말로 대부들의 기선을 제압했다.
이후 정식으로 즉위한 도공은 백성들의 노역을 면제하고, 세금을 감면하며, 고아와 과부 등을 구휼했다. 그리고 도공은 명장 한궐을 재상에 임명하고, 조무, 위강 등 인재를 등용했으며, 군위(軍尉)라는 벼슬을 만들어 경들의 권한을 약화시켰다. 이후 도공의 선정에 대한 소문이 각국으로 퍼졌으며, 그 중
기나라의 환공은 도공에게 딸을 시집보내기까지 했다.
진 도공 4년(기원전 570년), 도공은 계택(鷄澤)에서 처음으로 제후들과 회맹했는데, 이 때 도공의 동생인 양간(揚干)이 군법을 어기는 사건이 발생했다. 군법의 집행을 맡은 위강은 양간의 마부를 죽였다. 이 소식을 들은 도공은 노하여 위강을 잡아 죽이려고 하였으나, 위강이 올린 상소에서 일의 전말을 알게 되었고, 그가 자결하려 한다는 것을 듣자 맨발로 위강에게 달려가 양간이 군법을 어긴 것은 자신이 잘못 가르쳤기 때문이라며 그의 자결을 말리고, 회맹에서 돌아온 후 위강을 경에 임명했다.
진 도공 5년(기원전 569년), 북방의 이민족인 산융이 진에 화평을 청했다. 처음에 도공은 받아들이지 않으려고했으나, 위강은 산융과 화평하면 다섯 가지의 이로움이 있다고 하여 화평을 받아들일 것을 요청했고, 도공은 그것을 받아들였다.
진 도공 10년(기원전 564년),
초나라와
정나라를 놓고 싸움이 벌어지자, 당시의 재상 순앵(荀罃)은 진나라의 4군을 셋으로 나누어 돌아가면서 출정시켜 손실을 줄이려 했다. 그리고 위강은 도공에게 건의하여 공실과 각 가문의 축적된 재산을 내놓게 하였다. 이렇게 하자 초나라는 진나라와 다툴 수 없었다.
진 도공 12년(기원전 562년), 초나라는 정나라에서 완전히 철수했다. 이후 진나라에 완전히 항복한 정나라는 도공에게 악사와 악기, 기녀를 진상했다. 도공은 진상받은 악기의 반을 위강에게 하사하며,
"자네가 나를 가르쳤기 때문에 8년 동안 아홉 번이나 제후들을 모았는데, 이 음악의 조화와 같이 화합하지 않은 적이 없었다. 그러니 자네도 나와 같이 이 음악을 즐겨보자."
라고 했다.
위강이 사양하자 도공은 다시 권유했으며, 위강은 비로소 악기를 받았다.
도공은 정나라를 복종시키고 패자가 되었으나, 그로부터 4년 후인 진 도공 16년(기원전 558년)에 불과 29세의 나이로
요절하고, 진나라는
육경이 전권을 장악하게 되었다.
[6] 진 도공 사후부터 육경의 권력 장악이 시작되긴 했으나, 그의 아들인 진 평공과 손자인 진 소공 때만 해도 그럭저럭 군주가 실권을 가지고 있었다. 문제는 진 소공이 너무 빨리 죽는 바람에 그 아들때부터 실권을 완전히 잃었다.

진문공(晉文公)의 공신들의 후손들을 앉혔다. 그 까닭은 진 문공의 패업을 도모하기 위함이었다. 가을에 정나라를 쳐서 이기고 진(陳)나라까지 세력을 뻗었다.
진 도공 3년(기원전 571년), 진 도공이 계택에서 제후들과 회맹했다. 그리고 유능한 신하를 천거하라고 명령하니 사람들은 기해와 해호를 천거했으나 그들이 원수 지간이라 기해는 아들 기오를 천거했다.
진 도공 4년(기원전 570년), 진 도공이 회맹하려 할 때 도공의 아우 양간이 소란을 피워 군기를 망치자 위강이 그 마부를 죽였다. 진 도공이 그 말을 듣고 크게 노했는데, 간언을 듣고 그에게 정사를 맡겼다.
진 도공 5년(기원전 569년), 융에 사신을 보내니 융과의 우호가 돈독해졌다.
진 도공 9년(기원전 565년), 당시 친진을 표방한 정나라와 함께 채나라를 쳐서 사마인 공자 섭을 포로로 잡았다. 정나라, 채나라, 송나라, 위나라, 주(邾)나라와 형구에서 회맹했다. 이때 초나라가 정나라를 치자 이에 분노한 진 도공은 병사를 파견해 초나라를 치고 정나라와 회맹했다.
진 도공 10년(기원전 564년), 송나라, 위나라, 노나라, 조나라, 거나라, 주나라, 등나라, 설나라, 기나라, 소주(小邾)와 함게 정나라를 치고 강화하니 이것이 소어의 회맹이다. 가을에 진(秦)나라가 진(晉)나라의 역 땅을 빼앗았다.
진 도공 11년(기원전 563년), 위강에게 여악을 내렸다.
진 도공 14년(기원전 560년), 진나라의 6경이 제후를 거느리고 진(秦)나라를 쳐서 경하에서 진군을 물리치고 역림에서 돌아왔다.
진 도공 15년(기원전 559년), 사광에게 국정에 대해 물으니 인의로서 다스리라고 권했다.
