진나라(晉)의 제31대 군주. 시호는 장평공(莊平公)
[1] 청화대학(清華大學)에서 발견된 청화간(清華簡)의 내용 중에 초나라의 역사를 담은 문헌인 《계년》(繫年)에 진 평공의 전체 시호가 진장평공(晉莊平公)이라고 기록되었다. 그래서 잘 알려진 평공(平公)이라는 시호는 그의 약칭 시호이다.

진도공의 아들이자,
기(杞)나라의 군주 환공(桓公)의 외손자이다.
진도공 16년(기원전 558년), 아버지인 진도공이 사망하였다. 향년 29세였다. 그의 아들인 진평공이 뒤를 이었다. 진평공은 아마도 10대 초반의 어린 나이로 즉위했을 것이다.
진평공 원년(기원전 557년)에 진평공이 어린 나이에 즉위했지만, 선대의 명군이자, 진평공처럼 어린 나이에 즉위한 아버지 진도공과 달리 세금을 지나치게 많이 걷고, 백성들의 형편을 돌보지 않았으며, 음악 등을 즐기는 모습을 보이며 차차 실권이 6경에게 넘어가는 것을 방조하게 되었다. 진 평공은 진 도공을 안장한 뒤 제나라를 쳤다.
제영공이 교전을 벌였으나 국력은 아직도 진나라가 강력했기 때문에 제나라가 패배했다. 그리하여 임치에서 포위당했다. 이후 진평공이 성을 불사르고 성의 백성들을 도륙하자 교수와 기수의 제나라 성들이 방비를 엄하게 했다. 진평공은 결국 이득을 보지 못하고 퇴각했다. 이때 허나라의 허영공이 진나라에 천도를 요청하니 진평공은 그것을 수락했다. 그런데 허나라에서 내란이 일어나자 진나라가 그것에 개입했다. 정나라의 자교가 허나라를 도우러 왔다. 이때 제영공이 군사를 거느리고 진나라의 중항언을 만났다. 6월 진나라는 군대를 역림에 주둔시켰다. 9일 진나라가 함께 주둔해 허나라를 쳤다. 중항언과 난영이 초나라를 쳐서 송나라를 도왔다.
진평공 6년(기원전 552년) 제장공이 전연 땅에서 진평공, 송나라, 위나라, 정나라, 조나라, 거나라, 주(邾)나라, 등나라, 설나라, 기(杞)나라, 소주(小邾)와 회맹해 진나라는 패업을 회복했다. 노양공이 진나라에 입조했다. 이때 난씨 일족이 경들에게 다굴당해 결국 쫓겨났다. 그 명분은 진여공을 처치한 죄목이라 했지만 사실은 그것이 아닌 경들의 밥그릇 싸움에 불과했다. 그리하여 난영(欒盈)은 살아남아 제나라로 도망갔다.
진평공 8년(기원전 550년) 제장공이 난영을 비밀리에
곡옥(曲沃) 땅에 보내고 제의 본군은 태항산을 거쳐 난영을 돕게 했다. 이에 진평공이 크게 놀라 위기 의식을 느끼고 자결하려 했다.
[2] 얼핏보면 진평공이 겁쟁이같아 보이겠지만, 곡옥은 진나라의 역대 군주의 사당이 있었던 곳이며, 진나라에서는 제법 발전한 도시 중 하나였다. 덤으로 수도인 신강에 가까운 곳이었으니, 이곳을 빼앗겼으면, 진나라는 망한 것이나 다름없기 때문에 진평공이 이러는 것이 무리가 아니었다.
사앙 즉 범앙이 진평공을 말린 후 군사를 거느리고 난영을 물리쳐 곡옥을 되찾고 난영과 그 일족을 몰살시켰다.
진평공 10년(기원전 548년) 제장공이 최저에게 시해당하자, 그 틈을 타서 제나라를 쳐 고당에서 제군을 물리치고, 제나라가 난영을 이용해 진나라를 친 일을 복수했다.
진평공 14년(기원전 544년) 오나라의 연릉계자 즉 공자 계찰이 사신으로 와서 조무(趙武), 한기(韓起), 위서(魏舒)와 이야기를 나누고 조씨, 한씨, 위씨에게 진나라가 넘어가리라고 예언했다.
[3] 춘추시대와 전국시대가 갈라지는 기점이 바로 조나라, 위나라, 한나라가 진나라로부터 독립한 시기인데, 아직 어느 정도 진나라의 군주권이 건제한 시기에 이런 말을 했으니, 계찰이 아버지인 오왕 수몽의 총애를 받은 이유를 알 수 있다.
진평공 19년(기원전 539년) 제나라에서 안영을 보내 양설힐과 만났는데 양설힐은 정사를 게을리하고 세금을 과중히 거두며 누각을 쌓고, 정사를 돌보지 않는다면서 진나라가 오래 가지 못할 것이라고 했고, 안영도 그렇게 여겼다.
진평공 26년(기원전 532년), 진평공이 사망하고, 아들 희이가 그 뒤를 이어서 진나라 군주가 되었다. 진평공의 아들인
진소공은 진나라의 군주로써 실권을 유지할 수는 있었으나, 진소공이 재위 6년 만에 죽는 바람에 손자인
진경공 희거질이 너무나도 어린 나이로 군주 자리에 오르게 되었고, 결국은 진경공 시대부터 군주의 실권이 사실상 육경(六卿)으로 전부 이동하게 되었다.
